APECO and Huge Energy sign MOU for 1 GW solar & BESS project

EXECUTIVE SUMMARY

The Aurora Pacific Economic Zone and Freeport Authority (APECO) has signed an MOU with Huge Energy Co., Ltd. The deal covers a 1 GW renewable project in Aurora, Philippines. It will be built in three phases. Phase one includes solar, a substation, and a BESS, with an initial target of about 100 MW. Dong-A Global will join as the EPC partner. 

Huge Energy Co., Ltd. is part of Huge Group, based in Xiamen, Fujian Province, China. The group works in the solar sector and has manufacturing bases in Fujian. APECO signed a Memorandum of Understanding with Huge Energy Co., Ltd. on 23 September 2026 at Novotel Manila Araneta City in Quezon City. The two sides will explore a large renewable energy project inside the Casiguran ecozone in Aurora. The plan includes solar generation, a high-capacity substation, and a BESS. 

The project targets 1 GW in total. It will be developed in three phases. The first phase covers a solar PV facility, a BESS, and a substation. The initial target capacity is about 100 MW.  

Phase two would add 350 MW of generation. Huge Energy plans to use a mix of solar and waste-to-energy technologies. Phase three would add another 550 MW. Together, the phases reach the 1 GW target. 

Huge Energy is a solar panel manufacturer. It will carry out the project with Dong-A Global Co., Ltd., a South Korean engineering, procurement, and construction firm. APECO is setting aside 90 hectares of land for the site. The signing was led by APECO President and CEO Usec. Gil G. Taway IV, Huge Energy Chairman and CEO Lai Hongze, and Dong-A Global Chairman and CEO Ik Soo Kwon. 

The MOU has a wide scope. It lists planning and engineering, feasibility studies, permitting, and grid interconnection. Power offtake, project financing, and equipment procurement are also included.  

Taway said reliable power must come before industries can grow. He said the project should speed up energy infrastructure in APECO, including substations and possibly transmission facilities. He expects better power availability and affordability in the ecozone, in Aurora and across the country. He described the aim as a more competitive setting for investors and a shift toward manufacturing.
