Qair, independent renewable energy company, has announced the first disbursement of a €37.9 million (~ $43.19 million) financing package for its Gassi and Lamadji hybrid solar power projects with battery energy storage in Chad. The two projects have a combined solar capacity of 30 MW and 8 MWh of battery storage. Qair’s project information specifies the storage component as 8 MW / 8 MWh, comprising 4 MW / 4 MWh at each of the two plants.
The projects were developed under a framework agreement with the Republic of Chad and are backed by a 20-year Power Purchase Agreement with Tchadelec, the country’s national electricity utility. Qair is an independent renewable energy company that develops, finances, builds and operates solar, wind, storage and green hydrogen assets.
The financing structure involves several development finance institutions. The African Development Bank and Proparco have each provided €15.2 million (~ $17.32 million) in loans. The Sustainable Energy Fund for Africa, managed by AfDB, has contributed €6 million in reimbursable grants. Proparco and Agence Française de Développement have provided an additional €1.5 million (~ $1.7 million) in supplementary funding.
An €8 million Partial Risk Guarantee issued by the African Development Fund and the Green Climate Fund supports the financing structure. The guarantee backs Coris Bank, which is issuing a letter of credit covering Tchadelec’s payments under the PPA. Coris Bank also serves as the onshore account bank and local security agent. BNY acts as offshore account bank, offshore security agent and intercreditor agent.
Construction of the Gassi and Lamadji plants had already begun, with Qair announcing the construction launch in May 2025. Each facility comprises 15 MW of solar capacity supported by a 4 MW / 4 MWh battery storage system.
The battery systems are intended to support the integration of solar generation into Chad’s electricity system. Qair’s current project portfolio lists the combined Gassi and Lamadji development as under construction with 30 MW of PV and 8 MW / 8 MWh of BESS.
