Elevate Infrastructure, a US-based developer of large-scale utility battery systems and its parent company ArcLight Capital Partners, an infrastructure investor, have commissioned the 150 MW/600 MWh Prospect Power Storage project in Rockingham County, Virginia. The project officially begins operations in Virginia and within the entire PJM Interconnection grid.

The project was implemented as an energy storage facility, which will deliver fast dispatchable power. From Rockingham County, the plant can discharge up to 150 MW and store 600 MWh of electricity, helping balance supply and demand, manage peak loads and improve system flexibility.

The two companies celebrated the completion of the project through an inauguration ceremony attended by representatives from regional grid operator PJM Interconnection, the project's utility customer Dominion Energy and various government and partner organizations. The facility is now operational and fully contracted to deliver power over the next 15 years to Dominion Energy Virginia, the major utility serving the state.

Elevate Chief Executive Officer Joshua Rogol described the project as an important step forward for the company’s battery storage platform and for Virginia’s power system. In his remarks, he linked the facility’s role directly to rising electricity demands stemming from data centres, artificial intelligence, electrification and fast economic growth. He also acknowledged the contribution of investors, local stakeholders and the Rockingham County community in bringing the project into operation.

The project also supports ArcLight’s goal of investing in critical power infrastructure. ArcLight Capital Partners' Managing Partner Angelo Acconcia noted that the market is entering a new phase of electricity demand growth driven by AI infrastructure, reshoring and electrification. He positioned battery storage as a key resource for adding grid capacity and reliability, with Elevate serving as ArcLight’s platform for utility-scale storage deployment.

Grid operator PJM highlighted the project’s system-level importance. PJM Chief Operating Officer, Stu Bresler said the addition of Prospect Power increases battery storage capacity within PJM by more than 50%. This addition provides flexibility to the regional grid at a time when demand growth is becoming a major reliability consideration.

At the state level, Virginia officials placed the project within the Commonwealth’s energy strategy. Virginia Chief Energy Officer Josephus Allmond said utility-scale BESS is becoming an important part of maintaining a reliable, affordable and resilient grid, particularly as the state advances policies to encourage additional storage development. Governor Abigail Spanberger recently signed new laws to help expand battery storage projects across the Commonwealth.

Dominion Energy Virginia, the project's off taker also underlined the reliability value of the facility. Cedric Green, Senior Vice President of Power Generation, said Prospect Power adds flexibility to the grid and supports Dominion’s ability to meet customer demand as Virginia’s electricity needs continue to rise.

Beyond grid operations, the project is expected to provide local economic benefits through revenue-sharing payments and property tax contributions directly to Rockingham County. Elevate has also become an annual sponsor of the Rockingham County Fair, which the company said reflects its local community engagement.

ArcLight and Elevate acquired Prospect Power in January 2026 as part of Elevate’s strategy to develop, acquire and operate utility-scale BESS assets in high-growth power markets. The project’s completion follows a series of storage-related targets for Elevate in 2026.

In March 2026, the New Jersey Board of Public Utilities selected Elevate’s 150 MW/600 MWh Garden State Reliability Project under the Garden State Energy Storage Program. In April 2026, Elevate closed a $50 million Energy Transition Supplier Finance Facility supporting a solar and battery storage project contracted to serve a data centre. The company also submitted 7,600 MWh of new BESS capacity into the latest PJM queue process.
