Israel–based renewable energy developer and an independent power producer, Enlight Renewable Energy, has advanced the CO Bar Complex in Arizona into the execution phase following the completion of final development requirements. The CO Bar Complex project represents one of the largest integrated solar and battery energy storage systems (BESS) in the United States.

The CO Bar Complex consists of five stages with a combined installed solar generation capacity of 1.211 GW and total battery energy storage capacity of 4.0 GWh. CO Bar stage 1 includes 258 MW of solar generation paired with 824 MWh of storage. Stage 2 and stage 3 contributes 480 MW and 473 MW of solar capacity, respectively, while stage 4 and stage 5 is dedicated to energy storage, providing 1,600 MWh and 1,576 MWh respectively.

The project has finalized a 1 GW AC Large Generator Interconnection Agreement. In addition, two 20-year busbar Energy Service Agreements have been signed with Salt River Project for the CO Bar 4 and CO Bar 5 storage stages, securing long-term offtake agreements for the entire complex.

Total investment for the project is estimated between USD 2,860 million and 3,010 million, with net investment after tax benefits of approximately USD 1,550 million to 1,630 million. Once operational, the project is expected to generate USD 264-278 million in electricity sales in its first full year and provide enough clean energy to power more than 215,000 homes in Arizona.

All five stages of the CO Bar Complex were secured in 2025. Construction for CO Bar stage 1 and stage 2 has already progressed to civil works, while construction for stage 3 to stage 5 is expected to be fully mobilized within the next 12 months. Initial commercial operations are planned to commence in phases from the second half of 2027 through the first half of 2028.

The CO Bar Complex follows Enlight’s multi-project interconnection strategy and expands its operational pipeline in the U.S. renewable energy market.

Adi Leviatan, CEO of Enlight, said the CO Bar project completed key interconnection and commercial milestones, supporting the company’s expansion of utility-scale solar and energy storage operations in the United States.

Jared McKee, CEO of Clēnera, said the project reflected Clēnera’s experience in delivering large utility-scale solar facilities integrated with energy storage.
