

Pacifico Energy K.K. has commenced commercial operations of the 2 MW / 10 MWh Koganai ESS Project in Japan’s Tokyo electricity market, marking its third regional battery deployment after Hokkaido and Kyushu. Developed as a standalone, subsidy-free, full-merchant asset, the project participates in wholesale, balancing, and capacity markets. Fully self-funded, the facility reflects Pacifico Energy’s vertically integrated approach and supports grid reliability and supply-demand balancing in the Tokyo area.

Tokyo-based renewable energy developer, Pacifico Energy K.K. has commenced commercial operation of a grid-scale battery energy storage facility in the Tokyo electricity market. The project, known as the Pacifico Energy Koganai ESS Project, represents the company’s entry into its third regional power market in Japan, following earlier battery operations in Hokkaido and Kyushu.
The Koganai ESS Project has developed as a standalone battery energy storage system with a 2 MW battery system with 10 MWh of storage capacity. The construction of the project started in May 2025, with commercial operations started in Decembe 2025.
The project follows a full-merchant business model, with revenues derived from participation in Japan’s wholesale electricity, balancing, and capacity markets The development has been fully self-funded and does not rely on government subsidies or long-term bilateral power purchase agreements According to the company, the project builds on Pacifico Energy’s experience in developing and operating market-based battery storage assets.
Pacifico Energy manages battery storage projects through an in-house structure that spans development, system design, procurement, construction oversight, market trading, and asset management, allowing oversight from planning through commercial operation.
The Koganai ESS Project participates in Japan’s wholesale, balancing, and capacity markets, supporting grid operations, supply-demand coordination, and system reliability in the Tokyo area.The project expands Pacifico Energy’s battery storage operations across multiple regional power markets in Japan.
In addition to battery storage, Pacifico Energy has developed and commissioned a cumulative total of 1,172 MW of solar power capacity on a DC basis across Japan. The company’s portfolio includes utility-scale solar projects developed on repurposed sites, including former golf courses. Drawing on domestic operating experience and insights from overseas electricity markets, Pacifico Energy continues to develop both standalone and co-located battery energy storage projects integrated with solar power plants nationwide.
Hiroki Matsuo, President and CEO of Pacifico Energy K.K., said the company is operating under a subsidy-free full-merchant model and is targeting 660 MW and 2.9 GWh of battery capacity by 2030.
