Netharlands- based BESS developer, GIGA Storage and Sweden-based power generator, Vattenfall announced a partnership supported by InfraVia Capital Partners for Project Leopard, a utility-scale battery energy storage system in the north of the Netherlands.
The companies signed a 100 MW tolling agreement representing one-third of Leopard’s 300 MW capacity, marking one of the largest standalone BESS tolling arrangements in the Benelux region. The agreement grants Vattenfall optimization rights for that share of capacity to support grid stability, portfolio balancing, and short-term market participation.
According to GIGA Storage, the agreement supports its route-to-market model using long-term fixed revenues to enhance financing certainty. It provides stable income for Project Leopard while enabling market-driven optimization under one contracting structure.
Project Leopard is a 300 MW / 1,200 MWh battery energy storage system located in Delfzijl. The project reached financial close in May 2025 and is now under construction. It is also the first storage project in the Netherlands to prepare for and enter a Transmission-Driven Transport Restriction (TDTR) agreement with TenneT, creating a defined operational approach for assets situated in transport-restricted areas.
GIGA Storage launched its first energy storage system, Rhino, in Lelystad in 2020 in collaboration with Wageningen University. The company later added the Buffalo project in 2022 and followed it with the Giraffe installation in Amsterdam in 2025. The company is now building the 300 MW / 1,200 MWh Leopard system in Delfzijl, advancing the 700 MW / 2,800 MWh Green Turtle project in Dilsen-Stokkem, Belgium and progressing its first utility-scale BESS development in Germany.
CEO of GIGA Storage, Kevin Dijkers, said the agreement with Vattenfall highlights the role of large-scale storage in current grid operations. He noted it also supports Leopard’s planned contribution to easing congestion on the TenneT network.
