EU's €1.8B Battery Strategy targets value chain growth

EXECUTIVE SUMMARY

The European Commission is advancing its Battery Booster strategy through a Cross-Country Coordination (CCT) Pilot to strengthen the EU battery value chain. The initiative combines €1.8 billion in funding, policy coordination and innovation support to improve competitiveness, expand domestic manufacturing and create jobs by 2030. 

The European Commission, the executive body of the European Union responsible for proposing legislation and coordinating policies across member states, introduced the Battery Booster Strategy as a framework to strengthen the European battery value chain and improve the region's competitiveness in battery manufacturing. Announced as part of the Automotive Package in December 2025, the strategy responds to changing market conditions, including global battery overcapacity and an uneven international competitive environment, while supporting the EU's industrial and clean energy objectives. 

Today's development highlights the role of the Cross-Country Coordination (CCT) Pilot, which has been established to coordinate investment and reforms across European member states. The initiative is intended to align national and EU-level funding, accelerate implementation of the Battery Booster Strategy and ensure that investments generate benefits across the European battery ecosystem. 

Under the strategy, the Battery Booster Facility will mobilise €1.8 billion (~ $2.04 billion) in financial support. This includes €1.5 billion (~ $1.70 billion) in interest-free loans through the Innovation Fund to assist European battery-cell manufacturers during production ramp-up phases. An additional up to €300 million (~ $341.38 million) has been allocated to support critical raw materials, with the first funding disbursements expected during 2026. 

The Commission estimates that coordinated implementation of the strategy could contribute approximately €365 billion (~ $415.35 billion) to the European Union's gross domestic product and create around 170,000 additional jobs by 2030. The CCT Pilot will identify investment gaps, coordinate funding sources and encourage member states to complement EU financing with national, regional and private investments. 

The strategy also aims to strengthen domestic battery demand by aligning member state policies on lead-market creation. Planned measures include support for "Made in Europe" requirements, enhanced screening of foreign direct investment and consumer incentive programmes under the Net Zero Industry Act and the Industrial Accelerator Act. 

Beyond manufacturing, the initiative supports future battery technologies, including solid-state batteries, battery recycling and circular economy solutions. Working through the Strategic Energy Technology Plan, the Commission intends to develop a European innovation investment and implementation roadmap for batteries by the end of 2026. 

The Battery Booster Strategy also includes workforce development measures. Using insights from the Skills Intelligence Observatory, the programme will coordinate upskilling, reskilling and training initiatives to help develop the workforce required for Europe's expanding battery industry. 

According to the preliminary implementation timeline, the CCT scoping dialogue is expected by mid-2026, the first Battery Booster funding tranches are planned for Q4 2026, and an action roadmap agreement is expected before the end of 2026. Throughout the implementation period, the CCT Pilot will also support coordination on finance, research, innovation, workforce development and investment planning across the European battery value chain.
