POWERGRID, an India-based state-owned power transmission company, has invited bids for Package TS-BESS-01, a 187.5 MW/750 MWh BESS that is planned at the Maheswaram 400/220 kV substation of TGTRANSCO in Telangana, India. It issued the invitation on 12 October 2026. Bids are due by 11:00 hours on 19 October 2026, and they will be opened half an hour later.
The project itself is not POWERGRID's to award. Telangana Power Generation Corporation Limited (TGGENCO) is the bid process coordinator, and it has issued a Request for Selection (RfS) for the BESS under tariff-based competitive bidding. The project is to be supported with Viability Gap Funding (VGF) through the PSDF, and POWERGRID has stated that it intends to take part in the selection. Should it be declared the successful bidder and receive a letter of award from TGGENCO, POWERGRID or its nominated company will develop the BESS on a build, own and operate (BOO) basis.
Package TS-BESS-01 has been floated to choose the firm with which POWERGRID will make that bid. The qualified bidder with the lowest evaluated price will be pre-selected, and a memorandum of understanding will be signed with it before POWERGRID submits its tariff bid to TGGENCO. The memorandum will bind the two parties to work together on an exclusive basis, with the prices and terms kept confidential, and the pre-selected firm will not be allowed to bid for the project on its own, whether directly or through subsidiaries or a consortium. If POWERGRID wins, the firm will be awarded the contract.
The contract covers the design, supply, erection, testing, commissioning, and operation and maintenance of the four-hour BESS. The facilities are to be taken over within a completion period of 15 months, after which the contractor will be responsible for their comprehensive maintenance for 15 years.
The tender is open to firms, including government-owned enterprises, which are registered and incorporated in India. Its qualification requirements are set out in two routes: the first asks for work as a prime contractor during the last seven years, such as grid-connected BESS with a cumulative capacity of 10 MWh, and the second asks for at least 50 MWh of batteries manufactured and supplied over the same period. Firms which wish to bid must submit a request letter, a signed non-disclosure agreement and a power of attorney on the PRANIT portal by 17 October 2026 to receive the full bidding documents.
POWERGRID is owned by the Government of India, and its full name is Power Grid Corporation of India Limited. It has its registered office in New Delhi, and the tender is being handled from its corporate office at Gurgaon in Haryana.
