EXECUTIVE SUMMARY 

A 265 MW/530 MWh standalone battery storage procurement has been launched in Haryana under India’s Viability Gap Funding scheme. SJVN is seeking BESS developers through tariff-based competitive bidding, with proposals due by August 21, 2026. 

SJVN Limited, a public sector power company jointly owned by the Government of India and the Government of Himachal Pradesh, has invited bids for the development of 265 MW/530 MWh of standalone Battery Energy Storage Systems (BESS) in Haryana. 

The capacity will be developed under the Viability Gap Funding (VGF) scheme through tariff-based competitive bidding. SJVN issued the Request for Selection (RfS) to identify BESS developers for setting up the storage capacity in the state. 

With 265 MW of power capacity and 530 MWh of energy storage, the procurement represents a two-hour battery storage configuration. The standalone systems will operate independently of a co-located solar or wind generation facility, allowing the storage assets to charge and discharge electricity according to grid and contractual requirements. 

According to SJVN’s tender notice, the Notice Inviting Tender was issued on July 24, 2026. Interested developers have until August 21, 2026 to submit their bids. The procurement is being conducted under RfS No. SJVN/CCDelhi/REIA/2026/BESS-2 with tender reference SJVN-2026-TN000001. 

The tariff-based competitive bidding process will determine the developers selected to establish the BESS capacity. The VGF mechanism is intended to support battery storage deployment by addressing part of the cost associated with developing large-scale storage infrastructure. 

Standalone BESS projects can store electricity during periods of lower demand or greater power availability and discharge it when required by the electricity system. Such systems can provide flexibility as the share of variable renewable generation increases across the grid. 

The Haryana procurement adds another utility-scale battery storage opportunity to India’s expanding BESS pipeline. The proposed systems can support management of variations between electricity generation and demand while increasing the availability of dispatchable storage capacity. 

The tender also provides developers, battery suppliers, system integrators and associated equipment providers with an opportunity to participate in Haryana’s emerging grid-scale storage market. Following completion of the competitive bidding process, selected developers will be responsible for establishing the allocated standalone BESS capacity in accordance with the tender and contractual requirements.
