The Andhra Pradesh Power Coordination Committee (APPCC), a state power-sector coordination body of India, has invited renewable generators with existing AP DISCOM PPAs to express interest in installing co-located BESS at their project sites in Andhra Pradesh. The market-discovery exercise does not constitute a tender, RfS or commercial offer. APCPDCL instructed that willingness should be submitted by August 4, 2026.
Eligible renewable projects must have at least 50 MW of installed capacity in Andhra Pradesh, connect to the APTRANSCO state transmission network and hold a valid AP DISCOM PPA with at least 15 years remaining. Applicants must also be in good standing without a continuing material default or termination notice. CTU-connected projects supplying electricity to AP DISCOMs may participate, subject to CERC, Ministry of Power, APTRANSCO and APSLDC requirements.
Each proposal must provide BESS power capacity equal to at least 50% of the installed renewable capacity and a minimum four-hour discharge duration. The storage system must be charged primarily from the co-located renewable source and connected at the same pooling substation or bus, at an applicable voltage such as 33 kV, 132 kV or 220 kV. Requirements also cover round-trip efficiency, capacity maintenance, augmentation, ABT-compliant metering, real-time telemetry, CEA connectivity standards, IS/IEC standards and applicable fire-safety and environmental rules.
Applicants must quote an indicative monthly rental charge in INR/MW/month for making the BESS capacity available to the procurer. The quotation is non-binding and will be used only for market discovery. Rental tenure, escalation, O&M, augmentation, payment security and availability obligations would be established through a later competitive selection process, with the tariff subject to APERC adoption or approval.
The technical submission must identify the renewable project, installed capacity, location, commissioning date, PPA counterparty, connectivity, evacuation capacity, proposed BESS capacity, storage capacity, duration, efficiency, technology and commissioning timeline. Commercial responses must state the monthly rental charge, offered tenure and assumptions covering O&M, augmentation and insurance. The submission checklist also requires the PPA, CoD certificate, connectivity approval, integration diagram, land proof, three years of financial statements and company registrations.
