Executive Summary

South Africa’s Eskom Holdings has launched a Request for Qualification (RFQ) to identify strategic partners for the first phase of its Eskom Green programme, covering up to 6 GW of utility-scale renewable energy and storage projects. The portfolio includes at least 2 GW of solar photovoltaic capacity and 1 GW/4 GWh of BESS, alongside wind and other renewable technologies. The initiative seeks private sector investment, technical expertise, and development capabilities through a five-year panel of pre-qualified partners. Selected participants may support project development, financing, construction, operation, and maintenance. The programme aims to expand renewable electricity supply, support industrial decarbonization and strengthen South Africa’s energy transition.

Eskom Holdings, a South Africa-based power utility, has launched a Request for Qualification (RFQ) to identify strategic renewable energy partners for Phase 1 of its Eskom Green programme in South Africa. The initiative targets up to 6 GW of utility-scale renewable energy and energy storage projects. It also supports the country's transition towards cleaner electricity generation and industrial decarbonisation.

Eskom Green is a renewable energy business established to expand clean electricity supply, diversify generation technologies, and provide industries with opportunities to reduce their carbon footprints. The programme also seeks to strengthen regional industrial development and attract private sector investment into South Africa's renewable energy sector.

Under Phase 1, Eskom will contribute to projects comprising at least 2 GW of solar photovoltaic capacity and 1 GW/4 GWh of BESS. The remaining portfolio may include wind and other renewable technologies, alongside projects developed or originated by selected strategic partners.

The RFQ represents the initial procurement stage and will establish a panel of qualified partners for five years. These organisations may subsequently participate in project-specific Requests for Proposals (RFPs), subject to evaluation and approval processes.

Applicants must demonstrate their technical expertise, renewable energy development experience, and sufficient financial capacity to co-develop, finance, construct, operate and maintain utility-scale projects. Eskom intends to leverage private-sector capital and project execution capabilities while contributing its existing generation expertise, land resources and infrastructure access.

Projects may be developed on Eskom-owned land, existing generation sites or locations proposed by strategic partners. Eskom-contributed projects have allocated sites, with environmental authorisations, land arrangements, and grid connection access progressing through various development stages.

Individual projects are expected to operate through ring-fenced Special Purpose Vehicles (SPVs), primarily financed using limited- or non-recourse project financing structures. Final ownership, funding, and implementation arrangements will be determined separately for each project.

Through Eskom Green, the utility aims to accelerate renewable energy deployment, create long-term investment opportunities, and support reliable electricity supply for South African industries. The programme is also intended to improve access to cleaner electricity, strengthen productive capacity, and support the country's broader energy transition through strategic partnerships and coordinated renewable infrastructure development.
