The Energy and Resources Institute (TERI), an India-based research and policy organisation, has issued an RfP for BSES Rajdhani Power Limited (BRPL), an India-based electricity distribution utility. The tender covers deployment of 57.5 MW / 115 MWh of BESS capacity at four 66/11 kV grid stations. The tender covers design, supply, testing, installation, commissioning, operation, and maintenance under tariff-based competitive bidding. BRPL is the buying utility, while the selected bidder will act as the BESS Developer under the Battery Energy Storage Service Agreement.
The project is planned across four BRPL grid-station locations within its licensed area. The RfP identifies the contracted capacity as 57.5 MW for two hours, equal to 115 MWh of dispatchable energy at COD. It also states that BRPL will be entitled to schedule discharge of up to 115 MWh in each cycle, subject to the project performance conditions. The project structure is therefore service-based rather than a completed asset award.
The bidding process began with the tender release on 6 July 2026. A site visit is planned for 13 July 2026, followed by the pre-bid meeting on 14 July 2026 and the deadline for written bidder queries on 15 July 2026. Technical and financial bids must be submitted by 5:00 p.m. IST on 27 July 2026, while technical bids are scheduled to open at 11:00 a.m. IST on 28 July 2026. The e-Reverse Auction is planned for 5 August 2026. The Letter of Intent is expected to be issued on 11 August 2026.
The scope includes site survey, planning, design, engineering, procurement, transportation, supply at site, insurance, unloading, handling, installation, integration, testing, commissioning, operation, and maintenance. The RfP also requires work on 11 kV switchgear integration at the BESS end, including associated equipment, protection, control, metering, and interconnection. The site annexures refer to civil works, SCADA interconnection, communication links to NRLDC and BRPL SCADA, layer 3 switches, industrial grid firewall routers, and related cabling.
Bidders must satisfy general, technical, and financial eligibility conditions. Eligible bidders include companies under the Companies Act, 2013, foreign companies under their respective national laws, SEBI-registered Alternative Investment Funds, or consortia of eligible entities. A consortium may have up to two members and must identify a lead member. The selected bidder must form an Indian SPV before signing the BESSA, and the consortium structure must remain unchanged.
Technical qualification depends on experience in BESS projects in India that have been installed, operationalized, and operated with integration at a minimum 11 kV voltage level and at least 4 MW - 2 Hrs of BESS capacity. Financial eligibility requires a minimum net worth of INR 25 Crs in FY 2026-27. The lead bidder must also be certified under ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018. The BESSA will take effect once the Appropriate Commission approves it.
