MSEDCL seeks 2GW/4GWh BESS under tariff-based global bidding

A Request for Selection (RfS) for 2000MW/4000MWh of Battery Energy Storage Systems has been issued by MSEDCL under tariff-based global competitive bidding. The projects will be developed under a Build-Own-Operate model, with selected bidders required to submit performance bank guarantees.

Maharashtra State Electricity Distribution Company Limited (MSEDCL) is a wholly state-owned electricity distribution utility in India. MSEDCL has floated an RfS for setting up BESS projects with a total capacity of 2,000 MW / 4,000 MWh. The projects will follow the BOO model, allowing MSEDCL to use the storage facilities for on-demand charging and discharging. The RfS forms part of Phase 2 of MSEDCL’s BESS procurement process and has been prepared in line with Ministry of Power guidelines. 

The tender will follow a single-stage, two-envelope competitive bidding process. Interested bidders must register on the ETS portal to participate. The document fee is INR 29,500 (~$325), including GST, while the document processing fee is INR 15 lakh (~$16,500) plus 18% GST for the total project capacity quoted by each bidder. Bidders must also submit an earnest money deposit of INR 4.2 lakh (~$4,620) per MW in the form of a bank guarantee. 

Selected bidders will be required to submit a performance bank guarantee of INR 10.5 lakh (~$11,550) per MW or a Payment on Order Instrument as an alternative. The pre-bid meeting schedule, bid submission deadline and bid opening date will be announced on the ISN-ETS portal, rather than fixed within the RfS document. Bidders must submit their queries before the specified deadline. 

The selected developers will sign a 12-year Battery Energy Storage Purchase Agreement with MSEDCL. The capacity will be allocated across multiple locations near MSEDCL or MSETCL substations. Land will be provided on a right-of-use basis at a nominal annual lease of Re. 1 per plot. Existing renewable energy developers with valid PPAs may also set up co-located, DC-coupled BESS projects at their own project sites. 

Bidders may avail applicable fiscal incentives, although these will not affect the bid comparison process. MSEDCL has also reserved the right to modify, amend or supplement the RfS document.
