Meralco, the largest power distribution utility in the Philippines, announces MTerra Solar Phase 1. The project is expected to deliver a 600 MWac of mid-merit capacity under its Power Supply Agreement (PSA) with Meralco, following approval from the National Grid Corporation of the Philippines (NGCP), effective 26 August 2026. The project upgrades the country to a reliable and renewable power system entering commercial operations.
The Final Certificate of Approval to Connect (FCATC) confirms that the facility had completed the required testing and met the technical standards for safe and reliable grid operation. The approval covers the connection of 950 MWac of solar capacity and 825 MW of battery energy storage to the national grid.
Developed jointly by MGEN and Actis, MTerra Solar integrates large-scale solar generation with battery storage at a single site. Phase 1 was inaugurated on 14 July 2026 following the energization of 1,373 MWac of solar PV and 825 MW of BESS, equivalent to 3.3 GWh.
The project has progressed rapidly since groundbreaking in November 2024, reaching inauguration in July 2026 and commercial operations less than two years later. An additional 250 MWac of capacity under the same PSA is expected to enter commercial operations in the coming months.
Beyond its current operations, MTerra Solar is planned to reach 3,500 MW of solar PV capacity combined with 4.5 GWh of battery storage. The integrated system is designed to improve the consistency of renewable power, support grid stability, and help meet the Philippines’ growing electricity demand with cleaner and domestically generated energy.
Actis has invested $600 million in the project, representing the Philippines’ largest foreign direct investment to date for a greenfield infrastructure project. MTerra Solar is expected to become a major component of MGEN’s renewable energy portfolio while supporting the Philippine government’s targets of raising renewable energy’s share of power generation to 35% by 2030 and 50% by 2040.
